“For the first time, cancer has surpassed heart disease as the top killer of Americans under 85…. In 2002, the most recent year for which information is available, 476,009 Americans under 85 died of cancer compared with 450,637 who died of heart disease” (American Cancer Society’s annual report released in January 2005)

My first focus is on that which is the most precious of all of our internationally recognized human rights, without which our other constitutional rights are meaningless : our right to be healthy and in a state of well-being as provides the U.N.'s World Health Organization's Constitution.

Yet, American public health is worsening while the healthcare systems in the United States and to a lesser extent in Washington State are plagued by rising costs and declining insurance coverage, misguided in its treatment plans and tends to  maintain and-or cause more  sickness rather than health. Our State Legislature and the US Congress have considered ways to bolster (i.e. "band-aid”) the system, including but not limited in the reforming of  private insurance, encouraging medical savings accounts, providing financial assistance, and reforming medical malpractice tort law. As the evidence shows, nothing really works well in terms of public health policy.

We therefore need some "savoir-faire" from another type of medicine, from Holistic Health. The candidate will use his naturopathy, European and legal expertise to reduce chronic diseases and chronic stress by over fifty percent in 4 years. If the People and the State Legislature really wish this result, it is possible, as the evidence below shows. Hereinafter, what we the People, (not we the corporations or we the special interest lobbyists), need. The candidate's proposals:

MEASURE 1 : A PUBLIC DELARATION ON our fundamental FREEDOM FROM  POLLUTION AND PERSISTENT  BIOACCUMULATIVE TOXIC CHEMICALS. (PBT’S).

In the soil, air, food and water we drink, there are  multiple thousands of inter-acting bioaccumulating toxic substances and heavy metals that impact our immune system,  neuro-transmitters and  public health, from dioxin, bisphenols, styrene, pcb’s pvc’s (polyvinyl chloride) phthalates,   to benzene and heavy metals and arsenic in our outdoor wooded structures.

" Chemicals such as lindane, lead compounds, and some brominated flame retardants and organophosphate pesticides are examples of persistent, bio-accumulative, and/or highly toxic chemicals that continue to be used in commerce, although strong evidence exists that they pose threats to human and ecosystem health. These and other chemicals, by virtue of their characteristics, are very difficult to manage without unacceptable threats to workers, the environment, or ecosystems. (...) With few exceptions, the U.S. government lacks the authority or an efficient policy instrument to prevent these high-priority chemicals from being used in products and processes or released to the environment. It also has been very difficult for state and local governments to restrict these chemicals. Policy instruments to efficiently and effectively phase out problematic chemicals are needed at all levels of government. (New Solut. 2007 Jan 1;17 (3):193-207 17959562).

In the past 50 years more than 75,000 chemicals have been introduced into the environment. Today 300 synthetic chemicals are found in the bodies of humans. Even newborn babies have synthetic chemicals passed on from their mothers.  Many diseases result from these toxic chemicals New research from the University of Cincinnati (UC) implicates the primary chemical used to produce hard plastics - bisphenol A (BPA) - as a risk factor for metabolic syndrome and its consequences.

In a laboratory study, using fresh human fat tissues, the UC team found that BPA suppresses a key hormone, adiponectin, which is responsible for regulating insulin sensitivity in the body and puts people at a substantially higher risk for metabolic syndrome.

Metabolic syndrome is a combination of risk factors that include lower responsiveness to insulin and higher blood levels of sugar and lipids. According to the American Heart Association, about 25 percent of Americans have metabolic syndrome. Left untreated, the disorder can lead to life-threatening health problems such as coronary artery disease, stroke and type 2 diabetes. CLICK HERE FOR THE EVIDENCE


Few of these toxic chemicals are preliminarily controlled, in conformity with the precautionary principle. While  our climate and environment clean-up is not progressing as it could, all of which forces Washington State taxpayers to fiscally bleed. (Davies, K. “How Much Do Environmental Disabilities and Diseases Cost?”, Northwest Public Health; Fall/Winter 2005, CLICK HERE FOR MORE).

WE THEREFORE need a Declaration on the fundamental right to remain free from avoidable disease-causing toxicity: from toxic, processed, additive-laden "foods", from excessive nuclear radiation and ionization, from serious industrial pollution and tobacco poisoning, the violation of which significantly affects the health of over two thirds of Americans.

MEASURE 2 :  toxicity  emergency tests.  To examine the People’s  toxicity levels,  appropriate tests (e.g. hair analyses, blood draws, urine tests, dark-field microscope "live" results, and other techniques)  are recommended .  There will be no obligation to take these tests. But lots of education and recommendations to do so in special detox centers.  This public service is recommended to better demonstrate to Washingtonians why we now have over 100 auto-immune diseases, an epidemic of  mental illnesses and why cancer has taken the place of cardio-vascular events as the number one disease killer (including for the 0 to 15 years old children).  

MEASURE  3: A detoxication ACTION PLAN. Once the evidence that better explains why so many chronic and debilitating diseases have surfaced is better shown, a Bill must be drafted to establish DETOX HOLISTIC HEALTH  centers wherein the People will have equal access to multiple approaches to detox: from far infra red saunas, to chelators (edta, zeolites, vegetable charcoal, clay etc) to colon cleanse and much more.

MEASURE 4: Next is needed a piece of  Legislation to uphold the European “precautionary principle” whereby all dubious substances released in the environment and the health and food marketS will first need to be genuinely proven effective and non toxic BEFORE PLACED ON THE MARKET.

To avoid continuously destroying the People's health and the pollution of our 5 million acres public lands, we must better equip the Commissioner of public lands and institutionalize  preventive measures.  In this perspective, the recent "REACH" legislation in the European Union will be our model. Therein,  corporations are required to register and safety test all synthetic chemicals put into consumer products or released into the environment and demonstrate their safety, or else remove these chemicals from the market. MEASURE 5 : Additional ozone water purification  systems need to replace the immune-compromising chlorine system. To this end, a bill to encourage chlorine filters in all showers, baths and drinking water systems needs to be put on the agenda.  This is important because chlorine is not only co-carcinogenic, but it destroys our intestinal flora, including when we are taking a hot shower. And at this point in the evolution of the human species, we need all of the good bacteria we can get to balance out the invasive candida and other candidates to parasitic-caused human fatigue.

MEASURE 6 :   A  PROHIBITION BILL ON CHILDREN TOXIC CHEMICALIZED TOYS AND OTHER CHILDREN PRODUCTS. Recent recalls of millions of toys containing lead (a neuro-toxin) paint highlights the State’s concern about this problem. However, there are still too  many toxic heavy metals and hormone disrupting chemicals in children’s products which are all the more harmful to children that they remain vulnerable to toxic chemicals,  even in small amounts given the immaturity of their endocrinal and emunctories tissues.  As a result, exposure to these toxic chemicals can permanently harm children’s health and cognizant development, all of which is expensive for Society and un-necessary for our economy.

Likewise with infant formulas, one third of which are contaminated with toxic material, clear baby bottles, contaminated with bisphenol A (BPA) (an estrogen mimicking chemical linked with cancer, changes in behavior and altered immune function), with cans, whose linings are contaminated with polycarbonate.

When babies take a bath surrounded by shower curtains, they may breath in phthalates. Phthalates  plasticizers are linked to birth defects, reproductive damage, and asthma and act as endocrine disruptors, like all PVC (polyvinyl chloride). Likewise with   lunch boxes and 5 gallons water containers which is used to fetch spring or filtered water.


Because of children and adult’s sensitivity to polyfluorinated chemicals (known carcinogens), we also need to ban these chemicals as we need to restrict the worse of  artificial colorings, notably 1, 2, 3, 5, 6, and  40.

MEASURE  7.  BILL PROHITIING STEROID HORMONES.  Prohibited in Europe, these cancer promoters also need to be banned in the US. 

MEASURE  8.   BILL PROHIBITING AND-OR LIMITING PLASTIC BOTTLES (Especially NUMBERs 3, 6 & 7), STYROFOAM & TEFLON.  Bisphenol A leaches from polycarbonate plastic, styrene can leach from polystyrene plastic, and phthalates leaches from PVC plastic. Bisphenol A and phthalates are endocrine disruptors and  styrene is an animal mammary carcinogen. (www.beastcancerfund) A bill needs to better protect Washingtonians from these toxic chemicals as well as from Styrofoam and Teflon, know toxic products nefarious to the health.

MEASURE  9. BAN OR RESTRICTION ON HOUSEHOLD PRODUCTS. The three most dangerous cleaning products in the average home are drain cleaners, oven cleaners and acid based toilet Bowl cleaners,  all of which have non toxic alternatives (www.watoxics.org).  Less deregulation and more education are needed.

MEASURE  10.   BILL PROHIBITING AND-OR LIMITING  PLASTIC BAGS AND PROMOTING HEMP AND PAPER PACKAGES.  In Europe and other countries, shoppers bring their own bags to shop. Hemp and paper packaging would be healthier while given a boost to the hemp industry (other States are investing in this product, Vermont having been the last one, see below).

MEASURE  11.   BILL PROHIBITING AND-OR LIMITING Incinerators. Air pollution can contain polycyclic aromatic hydrocarbons (PAHs). Based on a relatively small number of studies, the evidence to date generally supports an association between breast cancer and PAHs (http://www.sciencereview.silentspring.org/

Incineration of medical waste with pvc and phthalates release dioxins and mercury, which contribute to cancer, infertility and immune system impairment.

MEASURE 12.   BILL PROHIBITING COSMETIC TOXICITY, MUCH OF WHICH THE FEDERAL GOVERNMENT DOES LITTLE TO PROTECT US.Toxic cosmetics affects a wide array of common personal care products, from toothpaste to soap, shampoo, hair conditioner, hair coloring,  deodorant, body lotion, shaving products, makeup, sun tan lotions, nail polish and treatment, skin lightener, many of which are rich in lead acetate found in dyes and cleansers (harms fertility and human reproduction, prohibited in the European Unions)),  phthalates,  found in nail polish, fragrances and hair sprays and plastic containers (endocrine disruptors, also banned in Europe), hydroquinone (a carcinogen and neurotoxin found in skin lightening products and moisturizers), petrochemicals (carcinogens,  found in hair relaxers, shampoos, anti aging creams, perfumes, lipsticks and lip balms), placenta (full of hormones such as progesterone and estrogen that can interfere with the body’s normal hormonal functions), mercury (often listed as thimerosal on the labels and in vaccinations, also a human carcinogen, found in eye drops, ointments and mascaras),  nanoparticles, etc. 

Some relevant mathematics (the type which needs to be taught in elementary schools):  Ingredients used in American personal care products:  10,500. Portion of chemical ingredients  in cosmetics that have been assessed for health and safety by the industry’s self policing safety panel: 11 percent. Ingredients banned from cosmetics. MEASURE  13.  ON THE ELIMINATION OF THE WORSE OF PRESCRIBED MEDICAL DRUGS VIA LEGISLATION:

In Washington State,  over 50  million allopathic medical prescriptions are filled each year.  Studies estimate that up to 30 percent of medicines go unused and even more have nefarious consequences ((e.g viox which killed over 50,000 American patients, among many other drugs, CLICK HERE FOR ADDITIONAL EVIDENCE). Traditional disposal practices of flushing and trash disposal are not safe for our environment, let alone for children and animals. Furthermore, when unused medicines are left in homes, they are too easily accessible for teens to use illicitly or children to take accidentally. Teens now use medicines to get high second to marijuana and 90 percent of all accidental poisonings are caused by prescribed mainstream medicines. Studies  estimated that pharmaceutical manufacturers spend 57 billion a year in marketing in the US. That breaks down to more than 1 billion dollars in  Washington State.

In this perspective,   a bill needs to be passed to guarantee that Washington residents have equal  access to convenient, free and safe medicine return and disposal all through the state. Pharmaceutical manufacturers should pay for the clean up of their drugs. Washington’s Board of Pharmacy should review, approve and monitor the take back program. And have general oversight thereto. This bill  should be passed via the House of Environmental  health committee.  Many associations have supported such a bill, including but not limited to Washington citizens for resource Conservation. If the State Legislature could be creative and more respectful of the People’s constitutional health rights,  it would mandate Washington’s Board of Pharmacy’s members to better control prescribed medication. And to apply the precautionary principle of medication so that pharmaceuticals would have the burden of proof to   show safety before putting their products on the market. When  Federal regulatory agencies become negligent in their control, State regulatory agencies need to be all the more vigilant and active.

Once we have taken care of the toxic overload problem, the  next health plan action is based on a three pronged preventive and curative health structure which will leave no Washington without effective and durable health-care.

MEASURE 14.  “MEDICAL FREEDOMS” LEGISLATION IS NEEDED TO GUARANTEE THE PEOPLE’S CONSTITUTIONAL RIGHT TO BENEFIT FROM ALL TYPES OF MEDICINES AND HEALTH TECHNIQUES, WHATEVER THE HEALTH CONSUMER’S  FINANCIAL STATUS.

 In this perspective, the first step of this plan is hinged to the free and-or comfortably affordable equal access to holistic medicine and the active and complementary  legislative promotion of our fundamental freedom to choose different health-care techniques and approaches.  

To  protect the public, the deceit and fraud laws are sufficient. To be certified as an efficient health approach, this would be determined by the market forces.  Ideally,  health claims and approaches would be reviewed by an independent panel of experts. Why the State and its medical boards would require strict medical compliance to financially expensive and dubious standards of care is less justified today than yesterday. In our world of internet and search engines, the medical   requirement of informed consent has lost some of its raison d’etre. Personal due diligence is much more accessible via medical internet search engines and free and-or affordable medical clearinghouses.  However, this should not rule out certification for the best scientifically available medical technique and practitioner. Such as naturopathy, energy medicine, oxygen therapies (including, but not limited to the hyperbaric oxygen chamber and ozone therapies), aromatherapy, phyto-therapy, homeopathy, physical therapies, hyperthermia, hydro-therapy,  osteopathy, chiropractic, Chinese medicine, Ayurvedic health care, electro-therapy, far infra-red sauna therapy, a piece of evidence of which can be examined by CLICKING HERE etc.). But for those patients who wish to be treated by less scientific methods (e.g., reiki, magnetism, prayer, dance, breathing exercises, crystals etc), freedom should be the rule. And if these techniques are scientifically strong, they should be included within the State’s insurance plan. The Swiss health care system reimburses patients who get treated with  reiki, massage therapy and colonics. The French health care system reimburses, since 1946, patients who get treated with homeopathy, acupuncture and sulfur hot springs spas.   To conclude, we need more “market” liberty, more  deregulation of the healing arts, more therapeutic freedoms than stifling regulation that tends to serve less public health than corporate greed and State bureaucracy. The evidence is supported by the alarming rate at which the American  People’s health is deteriorating, over two thirds of Americans now suffering from at least one kind of serious and costly chronic disease.

TO BE EFFICIENT, THE LEGISLATION OF A PRO ACTIVE HOLISTIC HEALTH FINANCE PLAN IS NEEDED:  In  addition to the State being the main financier,  all participants in this program would pay a modest monthly "pro-active" insurance fee on a sliding scale,  provided the beneficiaries' physical and mental health is maintained. When the patient is certified via efficient diagnosis to be seriously ill, he or she would be entitled to reduce if not waive the monthly fee.

This “health maintenance” fee will be free for low income (paid by the State whose agents have an interest in avoiding chronic diseases), higher (but comfortably affordable) for mid-income residents and more expensive for the wealthy. There would be a sliding scale fee starting at 20 dollars a month to 200 or so dollars a month (to be determined by a task force). Or more for those who willingly destroyed their health via tobacco, fast foods, inappropriate medicated drugs, or some other recklessness.  The Chinese millennia ago used to have a similar system, as well as some other clinics  in the West whose directors experimented with this finance plan. When well organized, this system works well and Society benefits greatly. Hence, the physician will have the incentive to keep his or her patient in good health, which means he will be a lifestyle doctor teaching his clients how to be healthy (i.e. how to awaken the healing energies within).

MEASURE 15.  A LEGAL STATUS THERETO:  In this context, a "holistic healer legal status" bill needs to be passed so that training, certification and accountability can be ensured. The fact that a large segment of the population consults  holistic healers confirms the need to legislate in this field. Likewise for non medical professionals who have holistic health training. A statute similar to the one governing non professional health-care workers in California should be examined.

MEASURE 16.  ALL WASHINGTONIAN CHILDREN NEED TO BE COVERED AS SOON AS POSSIBLE (2010 would appear to be a reasonable date, as both November gubernatorial candidates admit).  All Washingtonian children will need to have not only health care coverage, but also access to holistic health and freedom from toxic chemicals. We must begin this program with the Youth, as this is when the nervous system and life habits are formed. Young adults will also be required to get coverage, including allowing youth up to age 25 to continue coverage through their parents' plans.

MEASURE 17.  PAYMENT OF HOLISTIC HEALTH VIA THE “VITALITY CARD”.  Because Europe and France have over 50 years of experience with comprehensive, holistic and universal medicine (in France, homeopathy, acupuncture and hot springs spas have been paid by the State since 1946), this Plan will use the French payment and recording technique called "carte vitale", whereby all prescribed medication (including different supplements and homeopathic products) are paid directly via a mouse click on the Carte Vitale system.

MEASURE 18. A MAINSTREAM PUBLIC COMPREHENSIVE AND  UNIVERSAL  SINGLE PAYER  HEALTH CARE STRUCTURE:  PART TWO of the Action Plan's Health Plan is based on the crystallization of a comprehensive and universal health care system based on mainstream medicine, European and Canadian style, with a single payer, the State. Medical delivery need not be solely public.  This system will address the needs of all of those patients who decline the easy way to health (via holistic and lifestyle medicine). It will be hinged to a publicly financed prevention based system and be modeled on the best of what works in France, Canada, Sweden and Switzerland and other countries, as determined by the task force (See the holistic health executive order below).

Financially, this system will be paid by  different sources, including, but not limited to the Tobacco and recklessness taxes and a small payroll participation, CLICK HERE FOR DETAILS.  However, with the  passage of time, this system will increase public health and decrease chronic diseases, albeit less quickly and profoundly than with the holistic approach.  There will nonetheless be more jobs and fewer illnesses, the result of which will relieve public finances. And the resources of  those who presently can not afford a health coverage, from the no and low income to the mid income groups.

MEASURE 19.  THE MAINSTREAM CONGRESS-LIKE PLAN: For those Washingtonians who can comfortably afford expensive mainstream health coverage payment and decline holistic health and lifestyle changes as well as the European-Canadian model, we have another health-care system to propose. From the successful mid to upper income residents, including the self-employed and small businesses, to the mega-millionaires, the Third option would also be mainstream approach, but connected to the Federal plan candidate Barak Obama has proposed, basing its action mechanism on the members of the US Congress Plan.

In this perspective, the comprehensive benefits that are included in this plan will be similar to that offered through Federal Employees Health Benefits Program (FEHBP), the plan members of Congress have. The plan will cover all essential medical services, including preventive, maternity and mental health care. The premiums will be affordable. Individuals and families who do not qualify for Medicaid or SCHIP (State Children's Health Insurance Program) but still need financial assistance will receive the income-related federal subsidy to buy into the new public plan or purchase a private health care plan.

MEASURE 20. DISCOUNT FOR THE ELDERLY .   Pending the construction of these health care systems, there is an urgent need, notably for the elderly,  children and the other vulnerable members of our Collectivity, to have a discount system so that patients can acquire less expensive medication and supplements, either via State subsidy for American medication and supplements (provided American drugs are taxed accordingly), or better, via out-of-State coordination where medication and supplements are much less expensive (India, Africa (for botanicals), Canada, Europe).

COMMON PREVENTIVE AND CURATIVE MEASURES FOR ALL THREE HEALTH PLANS

MEASURE 21 .  PHYSICIANS COMING TO THE  PATIENT’S HOME: There will or should be new rules so that physicians will come to the home site like in France and other countries (whatever the hour, wherever the patient, whatever the disease), contrarily to the present Washingtonian medical practice. Liability and assumption of risks issues will be ironed out so as to make it safe for all parties concerned to heal and to be healed under ethical and non mercantile conditions.

MEASURE 22 .  new rules on full transparency about quality and costs. Hospitals and providers must collect and publicly report measures of health care costs and quality, including data on preventable medical errors, nurse staffing ratios, hospital-acquired infections, and disparities in care. Health plans will also be required to disclose the percentage of premiums that go to patient care as opposed to administrative costs. Hospitals that eliminate infections should receive bonuses. Hospitals and clinics which introduce organic vegan diets to their patients and staff, depollution plants and aromatherapy must receive even bigger bonuses.  In the mainstream, if insurance companies paid 20% more for patients in (intensive-care units) where there were no infections and were the food was healthy, they'd cut costs substantially.

MEASURE 23 .  New rules must be voted upon so that medical ethics boards can better integrate integrative medicine and innovative science within the mainstream. To this end, new standards of care based on Science and new health-care positions need to be integrated. In oncology for example, toxicologists, naturopaths and immuno-therapists must be part of the treatment team. In this field, a special ethics prescribed drug (government approved medication) team needs to be institutionalized via Statute, whose mandate will be to review the FDA's science and policies and uphold the European “precautionary principle” whereby all dubious drugs and medication released in the health market will first need to be genuinely proven effective and non toxic before being approved for human consumption. Ethical rules should also be codified against animal scientific experimentation (torture), all of which are not necessary is the goal is health restoration and maintenance.

MEASURE 24 .    New Laws need to be enacted so that the financial health incentive structure based on education and prevention will reward the physician and the health practitioners at least as much as the actual treatment plan.  In this context, diet will be a priority. The inventor Edison did proclaim: "The physician of tomorrow will base the cure on food".  And since, non corrupt Science has confirmed again and again the health superiority of a wholesome and organic plant based diet over the “sad” (standard American diet). Because both public and private insurers tend to pay providers based on the volume of services provided, rather than the quality or effectiveness of care, a new rule will be codified so that providers will be rewarded for achieving performance thresholds on outcome measures in terms of health care and maintenance.

MEASURE 25.  NEW RULE ON HEALTH ANTI-TRUST LAW: New rules will also be drafted in order to strengthen antitrust laws, if only to prevent insurers from overcharging physicians for their malpractice insurance and strengthen the doctor-patient relationship.

MEASURE 26. Participants in the new public plan will be able to move from job to job without jeopardizing their health care coverage, including but not limited to international traveling.

MEASURE 27. A Declaration on the rights of patients and duties of health-care needs to be proclaimed and posted in all health buildings. In this context, new rules are needed in order for  the patient to better participate in the decision making and informed consent process. Despite a few legal precedents, there are still too many State obstacles opposing innovative Science and Traditional non-conventional health approaches, notwithstanding some of the more enlightened judges who rule on these issues.. " We see no reason why a patient should not be allowed to make an informed decision to go outside currently approved medical methods in search of an unconventional treatment”. (Second Circuit US Court of Appeals, in the landmark “Schneider v Revici case dated 1987).

MEASURE 28.  NEW HOLISTIC HEALTH RESEARCH INSTITUTE. In order to determine what is the best standard of care, a new independent Health Institute in association with medical schools, public health agencies and alternative medicine institutions like Bastyr Naturopathic Universities, Oregon's college of Natural medicine,  Canada's experience and Europe’s standards. Thanks to this new Institute, Washingtonians and their doctors will have the accurate and objective information and science supported standards of care they need to make the best informed and enlightened decisions for their health and well-being. This Institute will also delve into key health solutions and biomedical research. The prevention, early detection and treatment of diseases such as cancer and heart disease is crucial. In this realm, biomedical research needs to be better funded. There is also a need to better improve the efficiency of research by improving coordination both within government and across government/private/non-profit partnerships.

MEASURE  29.  NEW RULES ON CONFLICT OF INTERESTS.  We also need to pass strict laws and monitoring regarding conflicts of interests between industry and physicians, between "special interests" and the common good. In this perspective, oncologists must stop receiving a substantial part of their salaries from the pharmaceutical industries. A chemo drug called avastin can cost over 20,000 dollars a month (for a few months of “extra” time) while there are many other less expensive alternatives which are more effective.

MEASURE 30.   Expanding Paid Sick Days and relief from bankruptcy caused by medical bills: Today, three-out-of-four low-wage workers have no paid sick days.  We need to strive to guarantee workers a minimum of paid sick days per year. In France, there is no minimum. Provided the illness is documented. Likewise with a needed exemption in bankruptcy law for individuals who can prove they filed for bankruptcy because of medical expenses. We therefore need to use proven disease management programs. This will improve quality of care, give doctors better information and lower costs. .

MEASURE 32.   Innovative laws regarding the promotion of alternative birth techniques and baby education. In this legal context, the State Legislature needs to draft a bill to create a new license. The license to birth babies. Future parents can have babies without any education on the consequences of this sacred act, that which costs Society great sums and efforts when babies turn out handicapped or mentally dysfunctional for life. There are still too many babies abandoned, that which also creates cost for the Collectivity. Ignorance in this field is much more dangerous and costly for society than driving cars or fishing. Yet both of these activities require licenses. The work-shops and training for this social need can be done in the human rights and duties lighthouses that are projected to be built in all towns (See below). This will also created additional jobs while relieving public finances in the long run.

MEASURE 33. PROPOSAL TO REFORM the hospice system AND THE LAWS GOVERNING PHARMACEUTICAL END OF LIFE (“ASSISTED SUICIDE). The elderly too often leave Planet Earth in deplorable conditions, losing their dignity and the sacredness of the death process, including but not limited to their life-long savings to get taken care of in ways that are too often un-ethical ie. the morphine drip and constipating pain killers.  For the patients who desire dying quickly because of a genuine terminal disease and great suffering and the loss of dignity (tubes, ivs, shots, pills after pills etc), the patient’s personal freedom should be respected,  he or she should not be artificially kept alive if the patients decides to allow Nature to take him or her back to dust.  On the other hand, if the holistic health team can re-vitalize the elderly patient, with the consent of the patient, then the hospice system needs to be open to this eventuality and show good faith in allowing the patient to heal, even if that is not the hospice “deal”. Hospice services need to also be more opened to holistic health regarding longevity and pain management, from aromatherapy, to massage, acupuncture, heat and oxygen therapies and herbal medication.

On the question of pharmaceutically assisted “compassionate” killing, with the reduction of over half of chronic disease in four years, (and even more with time), patients would become "healers" (if only of themselves), they would be blessed with "new blood" and "high spirits", there would thus be less  need to think about assisted "suicide" via lethal prescription drugs. However, today, this is not the case. So we need to form an opinion on this referendum issue.  Being "elderly" does not equate to being "sick". Sickness is a result of not paying attention, of violating lifestyle medicine's principles. The normal path to "death" is for one's soul to leave Planet Earth when one is ready, in one's deep sleep, naturally, painlessly, joyfully, when one has accomplished her or his "Mission", the Mission of Holistic Health (CLICK HERE TO SEE OURS). Even though BALLOT INITIATIVE MEASURE No. 1000 on assisted suicide sounds compassionate for patients who are suffering excruciatingly, the best response to chronic pain is to use well established holistic longevity and anti-inflammatory medicine so that we can avoid chronic diseases and excruciating pain in the first place. American death row inmates also often leave Planet Earth via "lethal prescription". As did Gypsies and Jews in Hitler’s death chambers (hydrogen cyanide and carbon monoxide, exactly what is in industrial cigarettes, which is another form of “assisted suicide” via a sophisticated nicotine-toxic additive vehicle). To refuse to explore holistic longevity medicine and effective holistic pain management techniques before enriching pharmaceutical companies and shortening patients lives does not  appear reasonable. On the other hand, keeping active the present law on medically assisted suicide (i.e. felony class c) and incarcerating compassionate physicians for responding to the suffering patient's plea for assisted suicide (e.g. the morphine drip which in reality is often the common practice) is not ethical. That statute should therefore be repealed as soon as possible and holistic medicine made accessible to all of those who suffer.

MEASURE 34.    A public education bill on the duty to teach truthful health sciences in all schools and in the Action Plan's human rights and duties light-HOUSE centers, including but not limited to psycho-therapy and a plant based diet (See below). With a concomitant curriculum on nutrition, organic gardening and holistic health for all public schools and subsidized universities. The governor will need to coordinate activities with the superintendent of public education.

The scientifically proven health and budget superiority of  wholesome organic plant-based diets is completely established (See the link: by CLICKING HERE). This proposed Bill, if enacted and applied, would significantly lead in itself to the significant reduction of all chronic and civilization diseases, even if the patient maintained some animal foods. But the bulk of the diet needs to be organically grown wholesome plant based foods and as fresh as possible. The quantum of  evidence is overwhelming. Hence, the need to promote neighborhood  vegetable and fruits gardens (See below).

MEASURE 35.   A concomitant bill is needed to better protect and promote the sport and wellness industries, including but not limited to health restaurants, juice bars, organic wholesome foods and "superfoods" distribution (including, but not limited to the amazing organic raw chocolate mousse, see the  reasons why and  recipe thereto,  by CLICKING HERE.

MEASURE  36.   NEW RULES ON sun, ON GREEN BUILDING PRODUCTS & meditation work breaks. The active promotion of additional extra large sun windows in all schools and work places so that there is more sun within buildings is needed.  (CLICK HERE FOR THE HEATH AND PRODUCTIVITY EVIDENCE). Green building products and good air circulation within buildings is also recommended if health and productivity are to be sought.  Sufficient time during lunch for proper digestion should be promoted via meditation and light leisure. Ulcers and chronic stress impacts productivity and on the People’s morale and life force.

In the perspective on the Action Plan's "Large windows and Sun breaks" this is not only important for serotonin secretion and general health, but also impacts productivity. We therefore need to enact laws that will free us form the dogma that the Sun is no good health-wise while encouraging via fiscal incentives all employers to free their workers for at least 20 minutes each sunny day  so that all will get his or her needed dose of natural vitamin D. (Like certain employers do in Hawaii when the big waves are out, or the Chinese with morning tai chi exercises).

On this front, it must be better known that honest basic Science and epidemiology fully support the conclusion that low UVB and  vitamin D is associated with several autoimmune and degenerative diseases which are particularly prevalent in Washington State, including, but limited to  multiple sclerosis, rheumatoid arthritis, chron’s disease, type 1 diabetes mellitus,  depression, seasonal affective disorder. There is no question that the lack of sun light  is a major ager and a suppressor  of serotonin. Worse, more than a dozen of cancers, including breast, ovarian and colon whose incidence are high in this State,  have been linked to a deficiency of the Sun and vitamin D.  As teach Drs Roisen and Oz of the Oprah show, “vitamin D  bolsters the ability of the guard dog P 53 gene to spot cancer cells and kill them”.

MEASURE 37.  LEGISLATION TO BUILD ADDITIONAL immunity- bOOSTING and detoxification holistic health retreat centers, BOTH IN  RURAL AND URBAN AREAS.

MEASURE 38.  SAIL BOAT DE-STRESSING OASIS:   Given the popular sail boating practice in the Puget sound and elsewhere in the State and the country, it may be possible to promote this sport as a de-stressor and sun-activator health activity.

What is the evidence that equal access to holistic health can benefit all  Washingtonians ?

HOLISTIC HEALTH IS POPULAR: "The popularity of complementary and alternative medicine (CAM) is considerable: the one year prevalence of CAM usage is  42 percent in the United States” (Eisenberg David et al, Trends in alternative medicine use in the  United States. JAMA 1998:280:1569-75).  Among others, check out the  health-care non-profit Organization (www.codebluenow.org) which works in the health-care reform movement in Washington State, and which has beneficially impacted dozens of Washington hospitals..

This study is based on a cancer malpractice jury trial wherein it was argued that "complementary and alternative medicine" (cam or holistic health) must be the new standard of care, given the weight of the scientific evidence.

HOLISTIC HEALTH IS ECONOMICALLY MORE VIABLE THAN MAINSTREAM ALLOPATHIC MEDICINE: Because the evidence shows that the health of the People significantly improves with holistic approaches and preventive and lifestyle medicine, the State health-care expenses and budget will not need to grow. On the contrary. It will diminish. As will the regressive taxes. Washington State can be a Leader in this vital sphere.
Most European countries have not only recognized and established the legal status of these people friendly  medicines, but cover them in their access to the health-care system. France's government has been paying for acupuncture, hot sulfur water spa retreats and homeopathy since 1946 while the Swiss government covers reiki, massage and yoga as preventive medicine. Likewise for Holland,  Denmark, Sweden and Germany. All of these countries are faring very well in terms of general welfare, public health, education and the economy.

We therefore need less governmental regulations on "health freedoms",  more free market energy in this realm and greater State intervention on the finance aspect of public health and on allopathic medicine’s abuses. Unless we enshrine medical freedoms into the State Constitution and enact appropriate Legislation,  if left un-checked, allopathic medicine and its pharmaceutical allies have an interest in organizing an undercover dictatorship hand in hand with agro-business,  the FDA and other complacent and-or negligent federal governmental agencies. Restricting the art of healing to one class of men and deny equal privileges to others necessarily constitutes the Bastille of today’s medical science.  A former Oregon physician-governor understood this challenge years ago.
